首先，請允許我代表上海合作組織秘書處歡迎第七屆“一帶一路”中醫藥發展論壇的各位與會者。
我謹借此機會轉達上海合作組織秘書長張明閣下對論壇取得成功的衷心祝愿。
還請允許我對論壇主辦方的邀請、為所有與會者創造的良好工作條件和傳統的熱情款待深表感謝。
“一帶一路”中醫藥發展論壇自成立以來，短時間內已成為一個權威有效的平臺，為各國專家展示傳統醫學的優勢、分享應用實踐經驗、探討發展前景提供了機會。今天論壇的代表性、競爭力和廣泛的參與者生動地證明了這一點。我祝賀主辦方取得如此巨大的成功！
尊敬的與會者：
上海合作組織成立于20多年前，現在是一個由26個國家組成的聯盟，我們稱之為“上合組織大家庭”，由10個成員國、2個觀察員國和14個對話伙伴組成。它們加起來幾乎占世界人口的一半，占全球領土的四分之一以上，占全球經濟的四分之一。我們肩負著巨大的責任，因為我們需要照顧世界47%以上人口（近40億人）的安全和福祉，包括醫療保健。
在這方面，發展上合組織成員國在醫療、醫藥和制藥領域的合作是本組織的優先事項之一。令人鼓舞的是，上合組織國家通過建立必要的監管框架和發展切實可行的互動機制，在這方面取得了切實成果。
傳統醫學一直是每年舉行的上合組織成員國衛生部長會議關注的焦點。上海合作組織成員國有一個傳統醫學專家工作組。《2025-2027年上合組織成員國醫療衛生領域合作發展基本措施計劃》已經獲得批準，該計劃規定在傳統醫學和補充醫學領域交流科學研究和最佳實踐。此外，上合組織各國衛生部長同意在國家立法和國家優先事項的基礎上加強傳統醫學領域的合作。

傳統醫學是我們各國數百年的文化瑰寶，結合古代和現代的治療方法，在保護世界許多國家人民的健康方面發揮著獨特的作用。
中醫藥是中國古代科學寶庫中非常寶貴的元素。它不僅為中華民族世代的福祉和繁榮做出了非凡貢獻，也對世界文明的進步產生了積極影響。值得注意的是，世界衛生組織已決定將中醫藥納入其具有全球影響力的醫學簡編。
中醫藥豐富而迷人的世界不僅被認為是一個治療系統，而且被認為是理解和治療人體的整體和全面的方法。幾千年來，它一直是健康和福祉不可或缺的一部分，在現代醫療保健中仍然具有相關性，補充和加強了現代醫療實踐。在重視預防的時代，中醫藥注重保持平衡和活力，這是預防保健的基石。
從傳統中醫藥到現代創新中醫藥的驚人演變歷史，我認為值得學者們特別關注。通過應用智能制造、虛擬現實、工業設計和大數據等新技術實現傳統醫學系統的現代化，我相信很多人都很欽佩。
在今天的論壇上，將聽取專家們的實踐報告，討論醫學領域的一些緊迫問題，并制定深化進一步互動的建議。我希望這將有助于加強各國在傳統醫學和醫療保健領域的合作。
最后，我相信，這個平臺將有助于“一帶一路”的高質量發展，并將中醫藥融入這一歷史舉措。

Foremost, allow me, on behalf of the Secretariat of Shanghai Cooperation Organization, welcome all participants of the Seventh Belt and Road Forum on the Development of Traditional Chinese Medicine.
I would like to take this opportunity to convey sincere wishes for successful work from the SCO Secretary General, H.E. Ambassador Zhang Ming.
Allow me also express my deep appreciation to the organizers of the Forum for the invitation, the creation of excellent working conditions and the traditional warm hospitality extended to all participants of the event.
In a short period of time since its launch, the Forum on the Development of Chinese Medicine in Countries along the Belt and Road has established itself as an authoritative and effective platform that provides an opportunity for specialists from different countries to present the advantages of traditional medicine, share practical experience in its application, and discuss the prospects for its development. A vivid confirmation of this is the representative, competent and wide range of participants in today's Forum. I congratulate the organizers on such a great success!
Dear participants,
The Shanghai Cooperation Organization, established more than 20 years ago, is now an association of 26 countries, which we call the "SCO family", consisting of 10 member states, 2 observer states and 14 dialogue partners. Together, they account for almost half of the world's population, more than a quarter of the globe's territory and a quarter of the global economy. We have a great responsibility, as we need to take care of the safety and well-being, including health care, of more than 47% of the world's population, which is almost 4 billion people.
In this regard, the development of cooperation between the SCO member states in the field of healthcare, medicine, and pharmaceuticals is one of the priorities of our Organization. It is encouraging to note that the SCO countries have achieved tangible results in this area by creating the necessary regulatory framework and developing practical mechanisms for interaction.
The topic of traditional medicine is always in the focus of attention of the Meeting of Ministers of Health of the SCO member states, which takes place on an annual basis. There is an expert working group of the SCO member states on traditional medicine. A Plan of basic measures for the development of cooperation in the field of healthcare for 2025-2027 has been approved, which provides for the exchange of scientific research and best practices in the field of traditional and complementary medicine. In addition, the Ministers of Health of the SCO countries agreed to strengthen cooperation in the field of traditional medicine on the basis of national legislation and state priorities.

Traditional medicine is a centuries-old cultural treasure of our countries and plays a unique role in protecting the health of the population of many countries of the world, combining ancient and modern methods of treatment.
Traditional Chinese Medicine is a very valuable element in the treasure of ancient Chinese science. It has not only made extraordinary contribution to the well-being and prosperity of Chinese nation for generations, but also exerted positive influence on the progress of world civilization. It is considerable the World Health Organization has decided to include Traditional Chinese Medicine in its globally influential medical compendium.
The rich and fascinating world of Chinese Traditional Medicine is considered not just a treatment system, but rather a holistic and comprehensive approach to understanding and treating the human body. It has been an integral part of health and well-being for thousands of years, and remains relevant in modern healthcare, complementing and strengthening modern medical practices. At a time when much attention is paid to prevention, Traditional Chinese Medicine focuses on maintaining balance and vitality, which is the cornerstone of preventive care.
The amazing history of evolution from Traditional Chinese Medicine into modern innovative Chinese medicine, I believe deserves special consideration of scholars. The modernization of traditional medicine systems through application of new technologies such as smart manufacturing, virtual reality, industrial design and big data is, I am sure admired by many.
At today's Forum, practical reports from specialists will be heard, a number of pressing issues in the field of medicine will be discussed and proposals for deepening further interaction will be developed. I hope that this will contribute to strengthening cooperation between all countries in the field of traditional medicine and healthcare in general. In conclusion I express my confidence, that this platform will contribute to the high-quality development of the Belt and Road and the integration of Traditional Chinese Medicine into this historical initiative.
I wish all participants of today's event successful work and practical results.
