2024年9月13日，第七屆“一帶一路”中醫(yī)藥發(fā)展論壇于中國國際服務(wù)貿(mào)易交易會期間在北京成功舉行，主題為：深化“一帶一路”中醫(yī)藥開放合作 共建人類衛(wèi)生健康共同體。論壇致力于搭建中醫(yī)藥文化的交流平臺、傳統(tǒng)醫(yī)藥發(fā)展的互鑒平臺、增進(jìn)民生福祉的共享平臺、人類衛(wèi)生健康共同體的協(xié)作平臺。
來自斯里蘭卡、埃塞俄比亞、緬甸、柬埔寨、古巴等國家衛(wèi)生部門領(lǐng)導(dǎo)和匈牙利、印度尼西亞、巴基斯坦、斯里蘭卡、贊比亞、佛得角、烏干達(dá)、馬拉維、烏拉圭、莫桑比克等國駐華大使和部分使節(jié)代表共28個國家相關(guān)機(jī)構(gòu)與會，世界衛(wèi)生組織、上海合作組織代表，香港衛(wèi)生署、澳門藥物監(jiān)督管理局等領(lǐng)導(dǎo)，福建、云南、海南、新疆、深圳等地方衛(wèi)健委領(lǐng)導(dǎo)以及部分中醫(yī)藥大學(xué)、醫(yī)院領(lǐng)導(dǎo)和中外企業(yè)代表等300余人出席了論壇。斯里蘭卡衛(wèi)生部國務(wù)部長希塔·庫馬里·阿蘭貝波拉出席論壇開幕式并致辭。
以下為致辭全文：
尊敬的各位領(lǐng)導(dǎo)、各位代表、各位來賓、女士們、先生們：，
我很榮幸在第七屆“一帶一路”中醫(yī)藥發(fā)展論壇上發(fā)表演講。我代表斯里蘭卡人民和政府，衷心感謝主辦方將擁有豐富傳統(tǒng)醫(yī)學(xué)遺產(chǎn)的國家聚集在一起。這一舉措有力地證明了人們越來越認(rèn)識到我們古老的醫(yī)療實(shí)踐在增進(jìn)全球健康和福祉方面的重要性。
斯里蘭卡和中國一樣，有著悠久而杰出的傳統(tǒng)醫(yī)學(xué)歷史，植根于數(shù)千年的實(shí)踐。我們古老的治療傳統(tǒng)與自然緊密相連，我們的醫(yī)療系統(tǒng)基于這樣一種理解，即健康和幸福源于身體、心靈和環(huán)境之間的和諧平衡。這些原則與中醫(yī)藥的核心原則產(chǎn)生了共鳴，中醫(yī)藥已經(jīng)發(fā)展了數(shù)千年，為身體、心理和精神健康提供了寶貴的知識。
在斯里蘭卡，我們的傳統(tǒng)醫(yī)學(xué)體系包括“阿育吠陀”（Ayurveda）、“悉達(dá)”（Siddha）、“尤納尼”（Unani）和“德希亞·奇基薩”（Deshiya Chikitsa）。阿育吠陀尤其是一種天然的醫(yī)學(xué)形式，其中草藥和其他植物被用來恢復(fù)身體的平衡。“悉達(dá)”（Siddha）是一種在南亞根深蒂固的古老習(xí)俗，專注于使用礦物質(zhì)和藥用化合物來治療各種疾病。這些系統(tǒng)雖然不同，但與中醫(yī)有一個共同的目標(biāo)：通過與我們周圍世界的自然元素保持一致來促進(jìn)整體健康。
我深信，斯里蘭卡和中國這兩個在傳統(tǒng)醫(yī)學(xué)方面有著寶貴遺產(chǎn)的國家可以合作，在全球范圍內(nèi)推廣這些歷史悠久的做法。通過共同努力，我們可以進(jìn)一步探索將傳統(tǒng)醫(yī)學(xué)融入現(xiàn)代醫(yī)療保健系統(tǒng)，為新的治療方法、改善福祉和為全世界人民提供更容易獲得的醫(yī)療保健鋪平道路。
“一帶一路”倡議強(qiáng)調(diào)合作與發(fā)展，為分享我們各自的醫(yī)學(xué)傳統(tǒng)提供了理想的平臺。通過相互學(xué)習(xí)和研究，我們可以加強(qiáng)傳統(tǒng)醫(yī)學(xué)的科學(xué)基礎(chǔ)，為慢性病、心理健康狀況和預(yù)防性保健提供更有效的治療方法。
斯里蘭卡隨時準(zhǔn)備支持和促進(jìn)這一愿景。我們致力于分享我們的知識，加強(qiáng)聯(lián)合研究工作，促進(jìn)文化交流，以促進(jìn)全球?qū)鹘y(tǒng)醫(yī)學(xué)的理解和應(yīng)用。確保我們祖先的智慧得到保護(hù)、培育和利用，造福全人類，是我們的共同責(zé)任。

Honorable Chair, Esteemed Delegates, Distinguished Guests, Ladies and Gentlemen,
It is an honor to address this prestigious gathering at the 7th Belt & Road Forum for Traditional Chinese Medicine Development. On behalf of the people and government of Sri Lanka, I extend my sincere gratitude to the organizers for bringing together nations that share a rich heritage in traditional medicine. This event is a powerful testament to the growing recognition of the importance of our ancient medical practices in enhancing global health and well-being.
Sri Lanka, much like China, has a long and distinguished history of traditional medicine, rooted in thousands of years of practice. Our ancient healing traditions are deeply intertwined with nature, with our medical systems based on the understanding that health and wellness stem from a harmonious balance between the body, mind, and environment. These principles resonate with the core tenets of Traditional Chinese Medicine (TCM), which has evolved over millennia, offering invaluable knowledge for physical, mental, and spiritual well-being.
In Sri Lanka, our traditional medicine systems include **Ayurveda**, **Siddha**, **Unani**, and **Deshiya Chikitsa**. Ayurveda, in particular, is a natural form of medicine where herbs and other plants are used to restore the balance of the body. Siddha, an ancient practice with deep roots in South Asia, focuses on using minerals and medicinal compounds to heal various conditions. These systems, while distinct, share a common goal with TCM: the promotion of holistic health by aligning with the natural elements of the world around us.
I strongly believe that Sri Lanka and China, two nations with an esteemed legacy in traditional medicine, can collaborate to promote these time-honored practices on a global scale. By working together, we can further explore the integration of traditional medicine into modern healthcare systems, paving the way for new treatments, improved well-being, and more accessible healthcare for people worldwide.
The Belt & Road Initiative, with its emphasis on cooperation and development, provides the ideal platform to share our respective medical traditions. Through mutual learning and research, we can enhance the scientific foundations of traditional medicine and offer more effective treatments for chronic diseases, mental health conditions, and preventative care.
Sri Lanka stands ready to support and contribute to this vision. We are committed to sharing our knowledge, enhancing joint research efforts, and fostering cultural exchange to advance the understanding and application of traditional medicine globally. It is our shared responsibility to ensure that the wisdom of our ancestors is preserved, nurtured, and utilized for the benefit of all humanity.
In conclusion, I wish to express my sincere appreciation to the People's Republic of China and all the participating countries for their dedication to this cause. May this forum mark the beginning of new partnerships, breakthroughs in research, and a renewed commitment to enhancing the health and well-being of all people. Together, let us work toward a future where traditional medicine takes its rightful place alongside modern healthcare practices, leading to a healthier, more harmonious world.

“一帶一路”中醫(yī)藥發(fā)展論壇由中國人民對外友好協(xié)會、國家中醫(yī)藥管理局、國家藥品監(jiān)督管理局、中國國際貿(mào)易促進(jìn)委員會、北京市人民政府等單位先后共同主辦，至今已成功舉辦六屆。其中，第四屆、第五屆論壇作為服貿(mào)會重點(diǎn)活動舉辦，第六屆作為服貿(mào)會高峰論壇舉辦。論壇堅持“讓世界了解中醫(yī)藥，讓中醫(yī)藥走向世界”的理念，推動中醫(yī)藥服務(wù)貿(mào)易，促進(jìn)“一帶一路”沿線國家民心相通，增進(jìn)人類健康福祉，助力構(gòu)建人類衛(wèi)生健康共同體，已成為“一帶一路”中醫(yī)藥國際交流合作的重要平臺。
