2024年9月13日,第七屆“一帶一路”中醫藥發展論壇于中國國際服務貿易交易會期間在北京成功舉行,主題為:深化“一帶一路”中醫藥開放合作 共建人類衛生健康共同體。論壇致力于搭建中醫藥文化的交流平臺、傳統醫藥發展的互鑒平臺、增進民生福祉的共享平臺、人類衛生健康共同體的協作平臺
來自斯里蘭卡、埃塞俄比亞、緬甸、柬埔寨、古巴等國家衛生部門領導和匈牙利、印度尼西亞、巴基斯坦、斯里蘭卡、贊比亞、佛得角、烏干達、馬拉維、烏拉圭、莫桑比克等國駐華大使和部分使節代表共28個國家相關機構與會,世界衛生組織、上海合作組織代表,香港衛生署、澳門藥物監督管理局等領導,福建、云南、海南、新疆、深圳等地方衛健委領導以及部分中醫藥大學、醫院領導和中外企業代表等300余人出席了論壇。巴基斯坦駐華大使卡里爾·拉赫曼·哈什米出席論壇開幕式并致辭。

尊敬的代表們,  
女士們,先生們,    
大家好!

我非常高興能夠在第七屆“一帶一路”中醫藥發展論壇上發表講話。借此機會我向論壇的組織者表示衷心的感謝,感謝他們推動“一帶一路”國家及其他地區的醫療合作。

今天,我們團結一致,致力于通過中醫藥的古老智慧提高人民的健康福祉,同時在“一帶一路”倡議下開辟新的合作路徑。本次論壇的主題真正體現了我們共同的愿景——一個更加健康和緊密聯系的世界。這一愿景與巴基斯坦在醫療領域加強合作與協作的愿望完全一致。

全球中醫藥貿易已顯著擴大,惠及全球無數社區。僅在中國,中醫藥已成為一個數萬億元的市場,涵蓋專利藥品、藥材、配方顆粒以及各種保健產品。據世界衛生組織統計,全球超過20億人依賴中醫藥滿足其主要的醫療需求,突顯了其在不同人群中的巨大潛力。這也展示了中醫藥在全球醫療中發揮的作用,不僅推動經濟增長,也改善了全球的健康狀況。

女士們,先生們,

習近平主席一直是中醫藥推廣和全球化的堅定倡導者,他強調中醫藥在促進整體健康和保健方面的潛力。中醫藥的平衡與和諧理念與巴基斯坦的“尤納尼醫學”傳統健康實踐深刻共鳴,這為兩國的文化和醫療交流提供了獨特的機會,并有助于在兩國之間建立一條健康走廊。

我還想借此機會強調巴中兩國在中醫藥領域的合作。我們兩國共同成立了國家中醫針灸研究所,旨在提高公眾對中醫藥的認知并促進其在巴基斯坦的發展。同樣,自2020年以來,位于卡拉奇大學國際化學和生物科學中心的中巴中醫藥中心也在運作。該中心與中國國家中醫藥管理局以及20多個合作機構積極合作。

為了促進中醫藥在巴基斯坦的發展,巴基斯坦藥品監管局(DRAP)已經將部分中醫藥產品作為替代藥物和食品補充劑進行了注冊。同樣,國家衛生服務、法規和協調部在伊斯蘭堡國家衛生研究院(NIH)成立了一個中醫藥中心。同時,我們也在努力制定中醫藥實踐和產品的監管框架,包括培訓從業人員。

女士們,先生們,

從流行病到慢性病,全球面臨的健康挑戰需要一個統一且協作的應對方式。正是在這種合作與團結精神的推動下,巴基斯坦與中國攜手加強了我們的醫療衛生部門。中巴健康走廊的建立促進了醫療專長、資源和技術的交流,并推動了醫學研究、公共衛生計劃、能力建設和政策對話,旨在改善兩國人民的生活質量。

巴基斯坦期待與中國以及其他國家密切合作,促進中醫藥領域的研究和創新,使這一古老的醫學實踐能夠進入現代化時代。要真正釋放中醫藥的潛力,我們應該將西醫的診斷精確性和先進的治療手段與中醫藥的預防和治療優勢結合起來,為全球人民提供綜合的醫療服務。

It gives me an immense pleasure to address this august gathering at the 7th Belt and Road Forum for Traditional Chinese Medicine (TCM) Development. I also take this opportunity to express my heartfelt gratitude to the organizers for convening this forum and advancing medical collaboration among the Belt and Road countries and beyond. 
Today, we stand united in our shared commitment to enhancing the wellbeing of people through the ancient wisdom of Traditional Chinese Medicine while forging new paths of cooperation under the Belt and Road Initiative (BRI). The theme of this forum truly encapsulates the vision we all share—a vision of a healthier and more connected world. This vision truly aligns with Pakistan’s own aspirations for building stronger bridges of collaboration and cooperation, particularly in the area of healthcare.
The global trade in TCM has expanded significantly, benefiting countless communities worldwide. In China alone, TCM has become a trillion-yuan market, encompassing a wide range of products such as patent medicines, medicinal materials, formula granules and various healthcare products. According to the World Health Organization, more than 2 billion people rely on TCM for their primary healthcare needs, underscoring the vast potential it holds across diverse populations. This highlights the role TCM can play in global healthcare, contributing not only to economic growth but also to improved health outcomes worldwide.
Ladies and gentlemen, 
President Xi Jinping has been a staunch advocate for the promotion and global integration of Traditional Chinese Medicine (TCM), highlighting its potential in promoting holistic health and wellness. TCM's principles of balance and harmony resonate deeply with the traditional health practices of "Unaani Medicine" in Pakistan, providing a unique opportunity for cultural and medical exchanges, and fostering a health corridor between our two countries.
I also take this opportunity to highlight Pakistan-China collaboration in the field of Traditional Chinese Medicine. Our two countries have jointly established the National Institute of TCM and Acupuncture to promote awareness and growth of Chinese medicine practices in Pakistan. Similarly, a Sino-Pakistan Center for Traditional Chinese Medicine has been in operation at the International Center for Chemical and Biological Sciences (ICCBS) at the University of Karachi since 2020. The Centre has actively collaborated with the National Administration of TCM of China, and over 20 partner institutes. 
In order to promote TCM in Pakistan, Drug Regulatory Authority of Pakistan (DRAP) has already registered some TCM products under the category of alternate medicine and food supplement. Similarly, Ministry of National Health Services, Regulations, and Coordination has established a TCM Center at the National Institute of Health (NIH) in Islamabad. Meanwhile, we are also making strenuous efforts to create a framework for the regulation and standardization of TCM practices and products, including the training of practitioners. 
Ladies and gentlemen, 
The global health challenges we face, from pandemics to chronic diseases, necessitate a unified and collaborative approach. It is in this spirit of cooperation and solidarity that Pakistan and China have come together to strengthen our health sectors. The establishment of the China-Pakistan Health Corridor has facilitated the exchange of medical expertise, resources and technology, and fostered collaboration on medical research, public health initiatives, capacity building and policy dialogues aimed at improving the quality of life of people of the two countries.
Pakistan looks forward to working closely with China and other countries to enhance research and innovation in TCM, bringing this age-old practice into the modern era. To truly unlock the potential of TCM, we should combine the diagnostic precision and advanced treatments of Western medicine with the preventative and curative benefits of TCM to provide comprehensive healthcare to people around the world.
Let us continue to deepen our partnerships, expand the reach of TCM, and work together to create a healthier and more connected global community with a shared future. Pakistan is honored to be part of this journey and stands ready to work with all countries in advancing the development and internationalization of Traditional Chinese Medicine.
